About the Opportunity

We are seeking a highly motivated and experienced Health Systems Consultant to provide technical expertise in strengthening health systems, improving healthcare service delivery, and supporting evidence-based policy and program implementation. The consultant will work closely with government agencies, development partners, healthcare institutions, and community stakeholders to design, implement, monitor, and evaluate health systems interventions.

Key Responsibilities

  • Conduct health systems assessments and identify gaps, challenges, and opportunities for improvement.
  • Provide technical guidance on health policy, governance, financing, human resources for health, and service delivery.
  • Support the design and implementation of health sector programs and projects.
  • Develop strategic plans, policy briefs, concept notes, and technical reports.
  • Facilitate stakeholder consultations, workshops, and capacity-building initiatives.
  • Strengthen monitoring, evaluation, accountability, and learning systems.
  • Analyze health data and generate actionable recommendations for decision-making.
  • Support resource mobilization efforts, including proposal development and donor engagement.
  • Ensure compliance with national health policies, standards, and international best practices.
  • Prepare high-quality consultancy reports and presentations within agreed timelines.

Qualifications and Experience

  • Master’s degree in Public Health, Health Systems Management, Health Policy, Epidemiology, Health Economics, Medicine, or a related field. A PhD is an added advantage.
  • Minimum of five (5) years of relevant professional experience in health systems strengthening, health policy, health program management, or related areas.
  • Demonstrated experience working with government ministries, development partners, NGOs, or international organizations.
  • Strong understanding of health systems frameworks, universal health coverage, and health sector reforms.
  • Proven experience in research, data analysis, monitoring and evaluation, and report writing.
  • Excellent communication, facilitation, and stakeholder engagement skills.
  • Ability to work independently and manage multiple assignments effectively.
  • Proficiency in Microsoft Office applications and health data management tools.
